Unwatermarked photos. Filename DW_VIN_date.pdf. Federal next steps on every pack. Arizona title and emissions notes only if you mark the sale state as Arizona.
Who pays
The person at the car. Almost always a private-party buyer. Sometimes a seller preparing a listing. Charge that person. Never a percentage of the car.

- This-VIN recall confirm at nhtsa.gov/recalls — we never claim “no open recalls” without it.
- EPA/DOE fuel economy as a YMM range — no VIN→MPG.
- FTC Buyers Guide — dealers only (typically five or more used vehicles).
- Tire age from the DOT week/year (49 CFR 574.5). Tread: NHTSA TireWise 2/32 in.
State rules stay with the sale state
- Record the US state where the sale happens.
- Title transfer and emissions depend on that state’s MVD. We do not invent other states’ statutes.
- NMVTIS consumer access is a link-out at vehiclehistory.gov — not a Carfax substitute.
- If the sale state is Arizona, the report adds the Arizona next-steps pack (title timing, Sold Notice, salvage cites, Area B emissions).
- IIHS is a link only. Stars vs G/A/M/P are different tests. A 2012 Good is not a 2026 Good.
